Parents are cutting back on a lot -- even circumcision.
The $300 average cost for a newborn is too high for many.
"The $300 is a luxury," Dr. Andrew Freedman, director of pediatric urology at LA's Cedars-Sinai Medical Center, told Newsweek. "For many, [it] is insurmountable."
A UCLA report says rates are 24 percent lower in states where Medicaid doesn't cover the procedure.
