Apparently their system needs an overhaul.
How is "wellness" defined in China when this poor, elderly woman lives in squalor on a straw mattress in a rusty garage with a bucket for a toilet?
Although at the end of the story she changes residences, it isn't clear what the arrangements are exactly.
Sadly, as the article states, there are not arrangements for any care, much less wellness care, for the folks who have the misfortune of being in the poorer class.
